JO-ELLEN DARCY

Assistant Secretary of the Army
(Civil Works)

Ms. Jo-Ellen Darcy, the Assistant Secretary of the Army (Civil Works), establishes policy direction and provides supervision of the Department of the Army functions relating to all aspects of the U.S Army Corps of Engineers’ Civil Works program These responsibilities include programs for conservation and development of the nation's water and wetland resources, flood control, navigation, and shore protection.

On August 11, 2009 President Barack Obama appointed Jo-Ellen Darcy as Assistant Secretary of the Army (Civil Works) following confirmation by the Senate. Prior to her appointment, Jo-Ellen Darcy was the Senior Environmental Advisor to the Senate Finance Committee, responsible for environment, conservation and energy issues.

Previously, she was Senior Policy Advisor to the Senate Environment and Public Works (EPW) Committee, concentrating on water resource and conservation issues involving the Army Corps of Engineers and the U.S Fish and Wildlife Service, as well as nominations for presidentially-appointed positions. At the start of the 107th Congress, she was the Deputy Staff Director for the EPW Committee. From 1993 through 2000, she served as a professional staff member on the EPW Committee, working on a variety of issues, including the Safe Drinking Water Act, Army Corps of Engineers programs, FEMA, Everglades restoration and the Clean Water Act.

Before joining the EPW Committee, Jo-Ellen was legislative representative for the Investment Company Institute, the trade association representing the mutual fund industry. She worked on water resources and transportation issues for Governor Jim Blanchard of Michigan in both Lansing and Washington, D.C. Previously, she worked for the Subcommittee on Economic Stabilization of the House Banking Committee and was an elementary school teacher.

She hails from Fitchburg, Massachusetts, and has a B.A. in philosophy and sociology from Boston College and a M.S. in resource development from Michigan State University.

ESTEBAN G. SÁENZ E.

Executive Vice President
for Operations Panama Canal Authority (ACP)

Mr. Sáenz holds a Bachelor of Science Degree in Civil Engineering from the University of Panamá and obtained a Master of Science degree in Hydraulics from the University of Iowa, and a Master of Business Administration from INCAE.

He started his career with the Canal in 1985 as a Civil and Hydraulics Engineer between 1985 and 1993 at the Engineering Division. Between 1994 and 1997 he was promoted to manager of the Utilities Maintenance Branch where he supervised the operation of the Canal´s potable water and air conditioning systems. In 1997 he was promoted to assistant chief of the Canal Protection Division. In 1998 he accepted the challenge of directing a multidisciplinary team of canal workers in the total reconstruction of the locks track systems as manager of the Construction and Facilities Maintenance Branch in addition to the maintenance of these main canal structures.

On September 2004 he was appointed as the interim Director of Industrial Services where he supervised the Industrial Shipyard Division and the Electricity and Water Division. On July 2007 he was appointed Vice President of Environment, Water, and Energy from where he supervised the activities related to the environment, water and energy in the Canal. These activities include the production and supply of potable water, electricity and chilled water for air conditioning and sanitation. He is also the coordinator of the necessary actions for the environmental protection of the Panama Canal Watershed.

In October 2012, Mr. Sáenz was appointed Executive Vice-President of Operations responsible for all maritime operations, canal’s security, emergency response, dredging operations, and maintenance of canal’s infrastructures, floating and rolling equipment.

Before arriving to the Canal, between 1978 and 1985, Mr. Sáenz worked as a civil and hydraulic engineer at the Instituto de Recursos Hidráulicos y Electrificación (IRHE), Panama´s only electric utility company at the time, where he worked at several hydroelectric project studies such as Teribe-Changuinola, Tabasará, Changuinola I and as chief of the feasibility study of the Cirí Grande hydroelectric project within the Panama Canal watershed.

Mr. Sáenz´ career also includes the academic field because between 1978 and 1992 he worked as professor of hydrology, hydraulics and fluid mechanics at the Universidad Tecnológica de Panamá.

RICARDO J. SÁNCHEZ

ECONOMIC COMMISSION FOR LATIN AMERICA AND THE CARIBBEAN (ECLAC)

Ricardo J. Sánchez is an economist graduated in 1983 from the Universidad del Salvador, Argentina. He has a Master’s Degree from the Paris University and the University Carlos III in Madrid, Spain.

His entire professional career has been related to the economics of infrastructure, regulations and transport, working in the public service, the academia, private companies and in international organizations. He has served professionally and academically in 35 countries all over the world, with a strong specialization in maritime, port and logistic subjects. He has over 120 publications, including books, chapters in books, refereed journals and work papers.

He is an Economic Affairs Officer in UNECLAC and he currently serves as Chief of the Infrastructure Services Unit of the Natural Resources and Infrastructure Division.
